Are you saying I approach the appropriate town office as if I were a contractor hired to remedy any code violations the property may have?

Atm here in vegas I believe with those things remedied, it could be worth 3.5-4 million easily.

Also consider the resale value.The cost to TSP the walls and all surfaces remediating the oil residue is expensive as is replacing carpet and furnishings.  

Push the issue...you deserve this to be remedied quickly and permanently. 

Hopefully a frozen pipe wont have caused too much water damage, your insurance carrier could look at a frozen pipe and deem it as neglect or lack of maintenance as water lines shouldn't freeze if properly  taken care of and thus not pay anything as far as remediation goes

Aloha,Send them a notice of violation, quoting the section of the agreement that they are violating, and give them X number of days (per your local laws) to remedy the situation.
