Hello All, i came across this  college town property - it is a value add opportunity. 14 Unit Complex - 12  2bed/1bath   &  2  1bed/1bath         * Separate electric and water meters.

I had bids come in to clean the building out and they were 50k plus.

There is a product you can use on flooring that works well (rejuvenate)-try that first.For most things it is the actual cost (eg cleaning) or depreciated value (eg flooring replacement). 

Are BOTH the condenser and evaporator being cleaned often enough based on local environment?

Perhaps they overlooked it - and I hope won’t try to cover for it (which, if the record shows the form went to them, they should come clean to you about.)I can’t imagine that this is different from CA, where each party is supposed to serve the other with documents they file with the court - they can’t just say “Surpruse!”

I had inspector in examining a new bathroom which had new electrical in support of the bathroom.  

Like Michael said, I would use a cleaner once a month to clean or biweekly, restock the common area items (like TP, dish soap, etc), and sign up for routine lawn and snow services.

If they have a separate gas and electric meter your generally in pretty good shape.
