If so, can I just cut it down to the soil, or would it just grow back again?

If first round of testing doesn't look good, they will bore into the ground to look for soil contamination. 

The apartment buildings in my area all inspect the units yearly and charge the tenants for professional carpet cleaning if they find the carpets soiled (not worn).
