Seller pays water & garbage for all units and heat & electric for Unit 2.

It is 49 years old copper wiring and I have heavily invested in extensive rehab outside and inside, replaced most a/c and heating, Fully gated, no pool, also just put an all new roof in it without any insurance help. 

I am looking to add heat to my attic and I have so far had 3 companies come out to look at the project and provide me with a quote.1 of them gave me an answer on the spot but the other 2 have not reached back out to me and it's been long enough for me to think they won't be reaching out at all.Is this common?

The landlord pays the heat as well.

I do not expect better appreciation in Phoenix, but I do see a better cash flow opportunity to pay off my existing loans faster, and the market there seems to be heating up a bit. 

If this is a rental and you are not paying for heat, don't worry too much about drafty windows.

Are you also paying for the heat?

Been empty several years, slate roof leaking, heating ripped out, dropped ceiling a mess, assume actual ceiling also a mess. 

He stated heat was $3240 in 2017.He stated electricity was $2700 in 2017.He stated water was $900 in 2017.
