The phone call lets you get a feel for their situation and how to best come up with a win-win. 

From what I can tell, they have taken drastic precautions on their site to keep your data (email and phone number) safe.

When you get them on the phone setup a time to do a zoom call, see how they do business, who the connections are they have, and if you get to know them through those conversations and feel good go meet them in person.

Get a spiral Binder and write down everything in that binder as well as take pictures with your cellular phone.

Why not phone the city and ask them who to talk to? 

It would only take us 2 phone calls to put those in place.
