I can tell you Birmingham (Jefferson county) has various Section 8 housing authorities and some are slower than others.

I would recommend looking into John Fedro's podcast called "Mobile Home Investing Lessons", and/or "Mobile Home Park Investors" with Jefferson Lilly and Brad Johnson.
