Definitely cheaper to have us send them. if we ship to you, you'll have to hand apply a .34 stamp on small postcards or a .47 (.49 starting 1/22/17) stamp on letters and large postcards.

Regarding the sellers stated rent increases, it's been my experience C class tenants are usually hourly wage earners and some may be getting cash aid (food stamps, welfare, EBT cash, etc), to raise the rents $300+ in 9 months would be a major financial burden to their families.

I don't care if you are just walking around town looking for run down houses, the fact of the matter is is that when you send out a letter you will need money for stamps and the other materials.

I would suggest taking time/dated stamped photos (time stamp is an app you can find for your phone if you do not have one) of the work that has been completed and create a visual time line of work performed.

Very rare that a GC would be an engineer and wouldn't have to hire one for a stamped letter to give to the building dept.
