Starting out you can get great leads from prospecting, open houses, CL ads, door knocking and your sphere of influence.

The other influencing agent somewhere in the background is the rate hike.

I'm not confident that the city's dysfunctionality can be influenced by a handful of people with good intentions though.

It may have some influence, but it is equally (or more so) important that the property has adequate cash flow to support expenses as well as servicing the debt cost.

The sphere of influence is the first thing every agency pushes because it is truly your best shot of getting clients.  

These factors will heavily influence the tenant class that your property will be attracting.
