I understand at this point that one can own the land and the structure and the principle of " immenient domain" shall be different.

I have seen many properties like the one your describing end up on the cities Eminent Domain list.

I was in domain business.I hope my RE business can generate 1/2 or even 1/4 of the return rate as my domain business.

It gets a bit dicey from here...You need to find out who owns the property (first and last name)...ask the neighbors, the mailman, etc.Once you know have the address and owner info, go to the deed office at city hall and ask to see the deed for the property in question (this information is in the public domain and available to anyone upon request).

I do mainly lease option deals in my area, but I do wholesale deals all over florida and out of state.

I do not flip (I buy n hold) but I am looking for price including repairs at 70% of ARV in my domain (2 to 4 units in Escondido area) but would possibly consider 80% of ARV in my domain but it should have less initial effort.  

This is in addition to newly built student buildings that are already on the market, such as 11th St Flats, the View, the Domain, Heritage Quarters, etc. 

You can face some unique problems as a slumlord, when your property doesn't fall within the mean rental market or in some aspects higher.Besides the crime and economic issues, you're more likely to have compliance problems, no city government likes a slum area, have you heard of eminent domain?
