Does any one give refunds on heating oil?

it is part of an oil formation that was discovered awhile back.

Assuming the house isn't built on a hill and is sliding, this type of slab cracking is very common in my area where oil companies have sucked the blood out of the earth for over 100 years.

If the home were heated with heating oil or propane , when prices spiked this winter , would you have reduced the rent?

Because of the low interest rates and we weren't affected by other major housing market since we have the oil boom,military base, and colleges everything skyrocketed in the recent years.  

I owe him a little money for prorated rents and oil that was not collected at closing, which I would like to use to offset the missing security deposit.
