If this wasn't part of the original system, that means a new system will require the contractor to haul in many, many truck loads of sandy soil to elevate the system to a proper height above the water tabel.

@David McCracken In this case stopping the water might be the easy part........... install elbows on the down spouts and lead the water about 4 feet from the foundation; install a French drain around the foundation where the soil is the highest-usually 3 sides and lead the water away from the building.

We saw the percolation test, and I'm not a soils or plumbing engineer by any means, so I cannot really weigh in helpfully on that subject (of getting a septic/sewage system installed).

Which is reprehensible.In Cleveland, my understanding (and yes, I’ve been keeping up with the reports on this issue) is that the vast majority of the problem is from lead paint in older homes and lead in the soil of former commercial properties.

I did it on my personal house, it's a couple hundred bucks for soil delivered by truck (yards of soil, not a bag from menards) and some gutter extensions if it's really wet.
