There's really no greater risk of a fire with a normal indoor smoker vs the one with the tenant on oxygen in it.Now if you want to go with a no smoking policy then do it, but I wouldn't justify it (to yourself let alone them) that you're in some way making things safer/better.

Your SOL my friend, Brit has a good point there keep them in the unit smoke damage only really goes so far.Keep them long term and then bleach and paint all the walls when they leave install some new flooring if you have any carpet.Next time it's for rent the best way to determine a smoker, Ask to see the inside of the car they drive or their finger tips:-).

Typically all of the apartments I manage are non smokers so I would suggest making sure that there is a clause in your rental agreement for non smokers.
