In our municipality the utilities that can put a lien on the property are water/sewer (a city owned utility) and garbarge/recycling (a city contracted utility).

The new contract provider is roughly $51 a month for all 4 units + recycling (curbside) and water/sewer is only ~$85/mo for the entire building.Hint for others with multiple rentals/4-plexes: if you find a good/efficient local operation for trash, they'll likely kick back some extras for you.

"Recycling" an entity is something I would not recommend, but your accountant(s) and tax advisors should be able to help give the +/- on changing the charter and converting to a different industry for your business.

My largest dumpster count for one house was 23 forty yard dumpsters, and that didn't include all the stuff we sold at garage sales, metal and electronics taken by recyclers (by the truckload) and stuff stolen by burglars that came every night.But the worst one is easy...my hands-down winner is shown here: http://www.biggerpockets.com/forums/223/topics/133...

And frankly, there are some much more expensive homes in this established and attractive neighborhood.I wouldn't, under normal circumstances, consider selling it at this time because homes in this area are appreciating pretty rapidly and I'm the kind of guy who would prefer to milk this for as much as I can get of it.

Install landscaping that requires less water.Gadgets that help prevent water damage if water goes where it shouldn't be going: water alarms (place under kitchen sink, next to hot water heater, next to washing machine) and a "dwip" pan for under the dishwasher (if the dishwasher starts to leak, it forces the water away from the back of the cabinet and out onto the kitchen floor where it can be seen.)This is how we do it:Utilities that are variable (cost tied to use) - electricity, natural gas, and water/sewer - tenant paysUtilities that are fixed (flat fee) - garbage/recycling, yard debris - landlord pays (but we factor the cost into the rent.)In our city, both water/sewer and garbage/recycling will become a lien on the property if it is not paid.
