However Im speaking from my side of the country where it rarely gets below freezing.

Otherwise your only recourse is to find their assets and collect on the judgement by freezing bank accounts. 

We don’t have to deal with winter, freezing pipes, snow, flood, hurricane, etc.

If not, put all the plumbing on the interior walls so the pipes don't freeze.
