Certainly it is best to consult and attorney but being familiar with contract language ahead of time will help you get more out of your consultation with an attorney.

Buyer gets some protection from surveyor (or their insurance) in the event of an issue regarding boundary line, setbacks, encroachments, etc. and assuming the certification language is as inclusive as it should be.
