If a regional or national tenant they tend to trade at 4 to 5 caps so where interest rates are today they almost have to be all cash purchases.An advantage to a ground lease is being able to buy in an area you might not could afford.

I think it was only line of credit like a mortgageHELOC = home equity LOC, which means securedby your home as a primary residence.Mortgage or othe type of loans can be done on investments, but I'm not a lender.Ask @Chris Mason  Local regional banks and commercial banks will do HELOCs on investment properties.

As a regional property manager with over 800 units I heard a lot of complaints about not having central air from the tenants especially around lease renewals. 

Expect prices on them to exceed $1.3 million.There are more in DC proper, but not a lot in the entire region in general.
