I also found out 2 weeks ago from another tenant that she is subletting some space to another adult female (not sure what space since it's a 1/1 with her and 2 kids in there already).

And that is violated section 8 lease, and you open your damn eye wide see who will get in trouble, me or the damn neighbor with their 2 adult and 1 infant guests.

We're not talking about a community where there are poor, but responsible working adults who take accountability for their actions and are working, employed, and trying to make good choices.

I'd expect 2 adults, maybe roommates, or young family as tenants. 

So based on what I've read above and elsewhere, for Massachusetts, it's best to use both Smartmove ($35) (or similar service) plus CORI ($25 or $0 if indigent, but maybe not a good idea to rent to such) for each adult, and for the owner to pay the costs.
