If the submarket (market immediately around the building/property) has high occupancy and this particular property has lower occupancy then it's likely something about the building itself that is driving the dynamic.

These items you can just tell visually what kind of condition they're in, and you can ask when they were last replaced too. 

In cities, and apartments... it's a different dynamic. 

Buy some trees and have tree spaded into key visual areas. 

If you are waiving, you need to determine the source of the water moisture causing the mold and the extent of the mold. sometimes, mold can grow in non-visible areas and can be worse than visual assessment.
