I hope some others will chime in on this....The first link states: Establishing OccupancyThe FHA requires you to occupy the home within 60 days of signing the loan security instrument, and "bona fide" occupancy must continue for at least one year, according to the FHA.

I had been thinking about this on the regulatory side (Dodd Frank, TILA, etc) as well as actually writing the instruments, hopefully to follow conventional guidelines so that it is easier on the resale side, in addition to meeting all of the licensing requirements.
