Maybe confront her on how she got back inside after locking herself out and see if you can extract any additional info.If nothing else I'd use this occurrence as a great time to inform her and all other tenants that lock-outs are not your responsibility.

Tax assessed value isn't incredibly meaningful here.

That would effectively allow you to extract money now, as opposed to having to put it all back in the retirement account.

For example, if you get a 8.9% rent increase at renewals, how will that be meaningful information unless you know the average rent increase for your location was 12.3%?
