ask  lender if there is a value  reconsideration process that can be done ….if there is - you normally need to  provide factual  information about any  errors on the appraisal and also   sales  comparables you feel that should be used that the appraiser  didn't use or  missed …….also  worth noting - often appraisers  will try to " bracket a propertys value  meaning  trying to locate a  nicer comp /  an inferior comp and a similar comp …...so maybe the  other comps  found / used  created this lower figure ?

Certain unscrupulous types might make intentional errors to conceal their past. 

This usually is a “title issue”.....whether it be the actual property title/coop agreement, an error in the foreclosure, original mtg, etc.  

It’s important to note that margins of error can be somewhat high when you’re looking at small population sub-groups or small geographic areas like this.

@Sam hate to admit it, but i been using same model for 10 years. i purchase 2-4 unit buildings in need of work with low rents and bad management. i raise rents to market value deal with turn over and usually sell to a bay area investor who thinks we are all rookies in the valley. :)
