A steady job for 2 years and a down payment of 3.5% or 20%, and the personal ability to not be a recidivism statistic.He will have to comply with Parole, because not being tossed in the can again is crucial to this.I've been told a decent paying job for ex-convicts if they are strong and dependable workers is working on a concrete finishing crew.If he can come up with the down payments and meet the lender requirements for work history and financial numbers I don't see any other thing holding him back.But without those two, all of the knowledge in the world isn't going to help much.The zero down stuff, seems few and far between.Good Luck!

There are also additional restrictions on the total amount of late fee ( for ex. no more than 5%) you can charge for mobile homes, etc...So I have a flat late fee but Im happy when I do not collect it because it means that rent has been paid on time.

Long term I can see Milwaukee home prices creek up to the national average, which probably means they will double over the next 10 years, partially fueled also by inflation (devaluation of currency).You could try and BRRR on the fringes of that gentrification, which should work in theory, but you already need a fair amount of comps over 200k for it to work and a "good neighborhood feel" - I have not seen it done yet and the risk is of course that you don't see the same rate of value gain as you see in desirable communities..
