Is there any benefit to visiting DoH offices in person? 

Choose a goal so ambitious it forces you to grow into the person who can achieve it.

If a person has RCV or ACV policy makes a huge difference, than question of what coverage level people had and if they had policy add-on's that cover cost over-runs and all that fun stuff, not to mention contents. 

Take into consideration that when the person you gifted the property to will have special tax considerations as well 

But I don't know your personal situation and all the financial details. 

I haven't personally dealt with any crazy insurance premiums such as the ones people have been advertising in like Tampa, FL.
