Captive agents such as State Farm, Allstate, Farm Bureau, etc. typically don't write vacant dwellings or anything outside of a standard homeowners policy. 

Send him a certified letter and let hi know that you will be filing a complaint with the Better Business Bureau and taking legal action if he doesn't resolve this in the next XX days.Then if he doesn't make it right go to your local Magistrate and file a complaint.
