Has anyone mentioned Ozonator for odors that linger after painting and flooring?

Just to be clear I own a service in Michigan that kills mold and odors from properties by appying a shock treatment of ozone.

I think I found the main source of the odor and just killz'd it.

Often tenants shoes, nicotine odor make your property with tear and wear to deal with.

I was thinking in just showing up and saying that there is a strong odor downstairs and it could be toxic, so I have to go in immediately, then take pictures.

I am done with carpet, it needs to be replaced frequently and holds odors.

Where are the rights of those tenants who don't want to cohabitate with pet odors, dander, hair, pee and poo? 

The urine went through the seams in the laminate and even after we removed all the laminate floors we had to seal the sub floor with an alcohol base paint to eliminate the horrible odor.

They leave trash everywhere and the odor of cigarettes and marijuana streams from their unit.
