These lenders are much fewer as it takes significant effort and additional funds to foreclose on a 2nd lien and take out the first position on the collateral property to get their money back. 

Have we forgotten the 2008 global financial crisis that wouldn't happen in foreign countries where properties are bought with cash and the risk of foreclosures is 0?

If you're ok running slightly negative cash flow in an effort to get your capital back, that's a different story.

As I read once, try to have your business efforts be cumulative, so you are not always fresh on the learning curve, where the risk is highest. 

my issue with this whole effort is the effort/cost/risk for $400 to $500 extra rent.

I agree with the other sentiments that this law seems reasonable and that it will weed out the investors not willing to go through the processes, making it better for investors who are willing to put in more effort.
