I even ran them back in the day when you could ask for social security numbers and walk right into a local credit bureau and walk out with the hard copy report in handI didn't really see an advantage either way. 

Is there a company that can submit information to the credit bureau about a tenant.I tried it and was told I need to be a company / business register with the state dept.

There are three sources I suggest: your county agricultural extension agent (every county has one), a loan officer at your local farm credit bank, and your local Farm Bureau office.
