The score is simply a statistical summery indicating a indivulaes probability of defaulting on money owed.Since a landlord is usually the first in line to be defaulted on I base a great deal of importance on credit scores the same as financial institutions.  

The larger the institution the narrower their lending parameters. 

A buyer normally is willing to pay a higher interest rate since they may be looking for owner financing due to difficulty qualifying with a institutional lender.I have obtained a much higher interest rate than what I would receive in any bank.I have also used the same process with a buyer by giving him multiple notes with each secured by its own mortgage.

It is tremendously sad that they are in this situation but unless you are willing to adopt them for the rest of their lives you cannot make yourself responsible.

Adopt an end game mentality.

What we had to do was to look for deals that were not your plain jane deals. 110 units has a HOA component of 38 condos, big institutions don't like and Agency debt is not an option.

But most rental restrictions that I read allow for grandfather provisions.The board may also try to enact rental restrictions without an actual unit owner vote by adopting a rule and regulation that restricts leasing.

Institutional investors have long understood the merits of this asset class, and relied on it to gain stability that balances market uncertainty.

@Jonathan Morning yes almost any financial institution will have access to all the FHA loans.

I have adopted the mentality that I'll have to educate tenants and help instill confidence that they can use it.
