I went to the city and tried a couple of options but since the property has 8 units I have to get a permit for each unit that I'm working on listing everything that needs a permit and for external plumbing I am required to have a Master Plumber get the permit. 

The 4 external concrete stair wells need to be repoured as well. 

I can come up with external factors where it'd help folks to max out their leverage, and other situations where it has worked against people in a big way. 

That extended for 15 days,  Once the appraisal came back , stated   two areas that had to be scraped and painted, (front porch, external detached garage door and window)  and loan couldn't proceed without these being done.  

For example, I don't think the house can have any peeling external paint.I could be wrong I haven't ever used FHA for an investment.

The bathroom has an external wall that is brick with siding over it which I am guessing would have to be drilled to place the vent out.

I choose projects with 30% IRR where I can control my costs (like construction and property management) because we're vertically integrated unlike a lot of apartment syndicators out there.Now, even though character is hard to quantify, there are external things that show one's character.

None of my landlord clients change batteries or light bulbs other than parking lot lights or external light fixtures servicing the whole center.
