You'll need a bit more capital (probably like $30K+), but there are still areas of Brooklyn, Queens and the Bronx where you could FHA a condo or 2-unit between $400-500K and then house-hack to basically break even (you won't get cash flow, but you won't be paying rent) -- it's a much riskier play (the neighborhoods you can do this in are generally kinda sketchy), but if you only are putting in 3.5% down, you've got a chance at really hitting it big if you pick the right neighborhood and see it appreciate.
