With this said, if you are inheriting tenants I wouldn't remodel interior units until there is a turnover as the maximum rent increase will still be minimal while its inhabited.

If I were you, I would just pay the $360 (assuming the tenant provides a paid receipt), and in the future, make it a priority that every feature of every unit is functional.On a slightly different note, this situation is exactly the reason I would not and do not rely on habitable vs inhabitable dichotomy-driven decision making.

Secondly the property is inhabitable (demo by seller who never completed it) and conventional financing will not work on such property.
