On current tenants, I agree, that's harsh I never recommend implementing new foreign fees or changes to current, but on move-outs you could do it with the applicants...

I was there about a year ago - working at Amazon, sending out (very little) mailers, getting some harsh or no responses....There are definitely more ways to market to sellers than just calling and as I'm sure you know - some you can do for free and little time (CL ads), some you can do with money (mailers, signs, paying a cold caller, etc).
