If you were capable of raising a total of $2.6 million in capital, why not purchase a high cash flowing property somewhere else in the United States for $2 million, with an ARV value of $4 million, and spend $600,000 on improvements.

I wouldn't bother with filing any motions, those are only going to cost you more in legal fees and give the tenant more time to delay while fighting the motion. 

Even those who did not have flood insurance have the financial capability to get the repairs done.  

Folks were fighting over flooded appliances in Baton Rouge after our flood.

If they have lower than market rents and location is an A then many tenants expanding might fight for the location and pay a premium.

The first deal is always the hardest as you are building a system and usually fighting financing and timelines. 

If you are getting close to buying or have the capability, use an experienced realtor but don't waste their time-  good point

Wow....this charges are ridiculous..... when I see that type of stuff I truly think the PM is "fishing" and hoping that the tenant will just concede since some may think they have no rights and wont put out the effort to fight the charges.I had a landlord do the same to me when I was a renter.....
