Hi @Leah Roberts, Not sure about the gas metering but True Submeter offers a water metering device that's low cost and fairly easy to install that will meter actual usage, bill the tenant directly and provide a payment option for the tenants to pay off the emailed invoice.

For homestyler, I'm not sure about designing wiring diagrams or stuff like that, but you can definitely input outlet locations, and other electrical symbols to indicate the location of devices. 

Preferably this system would be cloud hosted, and accessible on the web and device apps.I know this has to exist.
