Hello Fellow members,I received a letter from SBA requesting to update and sign/submit a resolution and certificate as I had taken a non secured loan EIDL loan of ~12K.

However I have ran in the need to do some credit report dispute that accounts that are not mine and throw off my DTI ratio.What are creative ways to bypass that be able to buy while managing those disputes?

In terms of partnerships, LLCs are great as you (read as "your lawyer") can write dispute resolution tools and processes into the operating agrement.

I would ensure the date/time is noted in the video that cannot be disputed as you may need this (hopefully not) in the future such as a newspaper.   

It sounds like they were unclear on how long you will be banned for, but you can contact their Resolution Center for assistance.  

For future situations,  reply to their 30 day notice with a confirmation letter listing your expectations for deposit refund: clean appliances, trash removal, yard maintenance, etc. and remind them of the 30 day stipulation so there is less chance for dispute.

There was an issue with the previous roommate tenants (dispute between themselves...also seemed like trouble in general which I hadn't foreseen during screening) so it was agreed they would move if a qualified tenant was secured. 

ALL I DO IS BRING A CONTRACT DISPUTE BEFORE THE COURT.Here in PA, a district magistrate decides what's best.

You should not play mediator in tenant disputes, unless the situation is extreme.
