As your post tells me you are clearly anti-1031 and very possibly anti-capitalist, I am not sure what much can be said on this.

I don't know CA laws but know they are tenant friendly and very anti-capitalism, etc.

Most cities have a rental license of some sort, many have added inspections, although in Kansas no inspector can inspect without the consent of the renter (state law we tried to pass in mo, but failed) KCMO has a tenant bill of right that they passed just before covid that almost calls landlords racist but we got them to take out the most inflammatory language and we were able to get a lot of items blunted so the bill of rights doesn't do much more that support existing law.

It could be said that the new administration is anti landlord. 

I am in no way anti realtor, just have seen too many that do terrible jobs and cost their clients time and money.
