In reviewing some of the BP postings, I am noticing a pattern for potential fines and penalties directed toward rental properties in Cuyahoga County (Cleveland).

Have tile floors, same appliances, same paint color for all 4, etc.

So they went ahead and put up the sheet rock walls and tile, paint and finished the bathrooms. 

Contractor for some general finishing work, flooring & possibly some tiling.  

He also owned a floor covering business doing custom tile and wood work all while managing his properties for 50 years.

Otherwise, you will start a pattern that will be tough to break once you start.

Flooring and paint......that's pretty much it.If the carpet is beyond saving, get vinyl plank or tile as much you can..

@Brent Coombs yes it is - I understand - I guess I'm just trying to get a feel for when I see certain things or patterns when analyzing, what makes more sense to be done to the property.
