Newer building has seen huge increases in insurance in the past years because of the collapse of the Champlain Towers and hurricanes, but that is over and there is more competition now in the market: I have already seen the cost of insurance going down -8% in the negotiation for 2025 in one building where I sit in the HOA.

However you've collected your fee since its easy to direct buyers how to buy the homes in markets where there's no barriers and hundreds are available at any given time, and the buyer feels like they accomplished something despite sitting on real estate that will never generate real gains.

You will have a difficult time selling the park with the house attached down the road even after you fill it up and improve the CAP.And a second word of caution since I am sitting here spewing advice... those two vacant TOH homes depending on condition and the 6 vacant spaces should have zero value in establishing the park's value.
