In a perfect world the water is hard piped at least 15-20 feet from the structure once it comes out of the gutters.Where is the top of foundation in relation to elevation of drainage and elevation of the road?

You really cleared things up for me when you said class A,  3-5 years cashflow .

Get as much info as you can. get their bank statements see what comes in and comes out.

The basement is empty and we are looking to finish the space and turn it into another unit.
