I'd start by talking with a local expert (another landlord or a knowledgeable real estate agent) just to get their opinion on the matter.It's possible you can escalate this to the inspectors supervisor or request another opinion.

I manage my grandfather's estate essentially as a paralegal, I am currently a Security Supervisor at a Tribal Casino assisting with legal operations and administrative operations, I've been a general manager of a business before, and have served as a project coordinator in both automotive and demolition fields. 

They receive horrible treatment from passengers and supervisors while on the job.I say this because it will be interesting to see what occurs when these workers receive (what they may consider) a windfall of backpay.

@Ramona Huot I worked for Home Depot for some time as the plumbing and bath supervisor at my store.

Buyouts are required to be tracked by the Rent Board for quite some time now because it is used to present to the Board of Supervisors for review on a regular basis making it a publicly available resource.

Also the inspector made a mistake of approving the PVC plumbing which the supervisor inspector admits.

One the most overlooked things that most PMs/leasing agents do when renting out a space is to go generic: posting ads on CraigsList, newspapers, and national listing sites instead of investing the time at the start to think more about what their ideal renter looks like, where they live/work/play, and going after them by advertising where they are, which could be specific workplaces, housing intermediaries assisting folks trying to get back on their feet while providing guaranteed rental income to owners. 

By the way Broaddus Construction has virtually retired (he is a supervisor elsewhere and no longer does his own work).  

His supervisor just advised him he war ready to go to permanent when they start hiring.
