@Chinmay J. when I said "highly undesirable" I certainly meant the maximum allowed by state law but thanks for pointing that out :-)  Sometimes owners don't use the max which certainly is not a deterrent for slow pays.

It has to do with the visual presentation of the mail piece.Once they open it, they are not going to not read it because it is printed.They open the envelop they will read it!

Far more effective from a deterrent standpoint is have Beware Of Dog signs on the property, a big dog bowl with some water in it, and the largest, rattiest-looking pair of men's workboots you can find sitting on the porch.
