I am at the point where I am going to call my credit card and file a claim. 

I am a rookie here.

I utilized (and maxed out) my credit cards to afford the materials necessary to renovate the apartments (I know bad move) therefore I cannot acquire a loan of any sort to fund the initial funds necessary to acquire a hard money or DSCR or rehab loan.

Put your cards on the table after the initial review rather than tie up and waste an investor's time. 

Grocery stores would be empty within 48 hours unable to order from their JIT supply, credit cards not working, not sure if we could maintain the electric grid, cell phone system gone - who still has a landline?

The other option I can think of is to take advantage of credit card offers you receive in the mail that include a few checks with a 0% finance offer for up to a year.

In this situation, I would try to use a line of credit or credit cards to float the EMD.
