My 2 cents FWIS: You have three colors going right now and should stick with a 60-30-10 rule.

I just had a great meeting with Justin (he’ll have my email) last week and would appreciate an opportunity to learn how systems to avoid situations like the above have been applied.

If not again you would be better off buying your own home and having enough yard/space for all of them but 13 is still way to many dogs unless you live on a farm or own acres of land.I have worked in the banking business and have seen people lose their homes that they rent due to landlords kicking them out with very little warning due to breach of contract or a No pet rule. 

I was going through the rent control laws ( I know, should have done that before purchasing the property ), and a section stands out. https://ecode360.com/30526708#42037155Based on what I can read, the rent control chapter doesn't apply to: Dwellings of three and four units, at least one of which is occupied by one or more of the owners thereof.My understanding is that rent control doesn't apply to owner-occupied multi-units. 

. $50/month does not justify the effort/risk.The 50% rule is way too aggressive at this rent point.

Late fees are automatically applied after the grace period but a tenant can make a full or partial payment any time.
