In my state we can't suspend rental services for non payment of rent (can't shut off utilities, lock-out mailboxes, etc etc) without following through with a complete eviction but a separate parking lease in a multi-unit building certainly is intriguing.

Currently, the rental unit is empty so I just shut off the furnace and the water heater to conserve oil, and frankly because there's no need for hot water and heat (currently not freezing).

If the water gets shut off due to non-payment they will not turn it back on until it is paid by the owner of the property & per the landlord tenant law you have to have water or you are not keeping it.
