Find and owner who doesn't care.

You may find better value or cash flow.  

Drive around your area and find homes that are currently being remodeled (big dumpster outside, several crews/contractors) get out of the car and see if the investor is there if not talk to guy in charge and network with them.

Hi Simon, It will be very tough to find a lender that can do below a $75k loan amount to a foreign investor.

PM if you need it is not that hard to find, however as a newer investor I would suggest trying it yourself. 

I am also open to considering opportunities in the Riverside / Five Points neighborhood, or San Marco, in Jax.Ideally, I would like to find a livable property with 3+ beds / 2.5+ baths, make use of FHA to purchase, and rent out 2+ rooms while renovating into separate, complete units.

If you cannot google and find a lender then there is most likely a reason why you cannot find a lender to do the loan.Finding a lender today is like finding a mcdonalds, they are all over the place.

End his lease, and find a tenant willing and able to pay market rate.
