So all that said I think your guys are trying to fly under the radar and since you have shined the light on their operation they are wanting you to pay the cost of coming clean.Part of my selection criteria requires the contractor to prove they are licensed in the municipality that the work is being done in.

What I have seen before is "selective enforcement" practices from some management companies.
