I've finally made the decision to get into the market to Build to Rent.

I would just make sure to call the city and let them know your plans in full detail to make sure that you can do it.  

My tenant had an issue with the 1-year old dryer working.

S8 will include utilities in the rent payments to the landlord, BUT ONLY UP TO A CERTAIN AMOUNT.

Looks like the slab is in good shape. 

NOTE: we agree with charging for their time, but not the lack of disclosure.4) Some PMC's also get kickbacks from contractors, so the price you see on the contractor invoice sent to you, is really not the true price.
