With 20k and no experience its going to be very difficult ( if not impossible) to get anything off market.

Remember, you are occupying one of the units...it would be impossible to cashflow in that scenario.

Not impossible, but difficult. 

It's almost impossible to find now and extremely expensive.

As you mentioned: it will be hard but not impossible to find the right deal-- something you should bear in mind also is that when you are looking for 2-4 units with FHA, duplexes have to pass less "tests" to qualify your financing and are typically easier to get into.

They're not only expensive, but almost impossible to reach  - a function of supply and demand, but also told there's partiality to locals and we're not.So is there such a thing as traveling contractors, and if so, where can they be found? 

And finding one for commercial now is nearly impossible.

This is one of those issues that sometimes the only way to solve is to non-renew an offending tenant, as the only other remedy is to evict them using a 10 day (mission impossible).
