I would try to lower my resell price since he is probably motivated as a seller and has earned two or three times his original price.The age of the house and all of the weather it has been through does concern me as well as the basement condition.( I might be a little biased because I've been in Dallas,Texas all of my life (for 61 years).

Finding 1% rule-like properties is not that impossible as I thought, at least in my niche.And the fact that here rent is paid a year upfront makes it appealing, as well as no capital gain tax.Prices though are still forecasted to drop until end of 2019.What’s your take on Dubai this year? 

We can also move things out on to the outside deck if weather is decent.

So I'd stay informed but relax and enjoy the awesome San Diego weather until you move to NC.
