There is also Ford city and an area near the casino (Glengarry to Marion to Elliott St) that isn't too great.

Nothing illegal or unethical about a licensee using another agent, there can be other reasons for ding that too, but ethical is in the eyes of the beholder, you never know how a seller might feel about your offer.The ethical issues come into play when you use knowledge that only you are aware of in taking an undue advantage of another party.
